And be it further enacted and ordained, that the Tribunal for adjudicating on judicating Tribu- offences of the description intended to be dealt with by this Ordinance shall consist of a Consular Officer in charge of a Consulate and two Assessors who shall be Sub- jects of Her Majesty resident within that Consulate.
