The following Commission, from Her Majesty's Lords Commissioners of the Admiralty, is published for general rmation.

By the Commissioners for executing the Office of Lord High Admiral of the United Kingdom of Great Britain and Ireland, &c. HEREAS Her Majesty was pleased to order that General Reprisals be granted against the Ships and Vessels and Goods of the Em- of All the Russias, and of his Subjects and others inhabiting within any of his Countries, Territories, or Dominions, so that Her sty's Fleets and Ships shall and may lawfully seize all Ships, Vessels, and Goods, belonging to the Emperor of all the Russias or his xts or others inhabiting within any of his Countries, Territories, or Dominions. AND WHEREAS Her Majesty hath been pleased, by Commission under the Great Seal of the United Kingdom of Great Britain and Ireland bearing date the third day of April, 1854, to rize us to the effect following, as by a copy of the Commission herewith sent doth more at large appear.
you HESE ARE THEREFORE in Her Majesty's Name and Ours to will and require the Vice Admiralty Court at Hongkong and tenant and Judge thereof your Surrogate or Surrogates or the person executing the duties of that Office for the time being, and you are vauthorized and empowered to take cognizance of and judicially to proceed upon all and all manner of Captures, Seizures, Prizes, and sals, of all Ships, Vessels, and Goods already seized and taken and which shall hereafter be seized and taken and brought within the of the said Vice Admiralty Court of Hongkong, and to hear and determine the same and according to the course of Admiralty and Law of Nations to adjudge and condemn all such Ships, Vessels, and Goods as shall belong to the Emperor of All the Russias or to his And for so doing this shall be your warrant, cts or to any others inhabiting within any of his Countries, Territories, or Dominions. Given under our Hands and the Seal of the Office of Admiralty this the nineteenth day of April, 1854.

Recommended to make Saddle Islands in
Vessels bound to Shanghai from the West Coast of America, or the Pacific, and all who are unacquainted with - navigation of the Chinese Coast, are recommended in the northerly monsoon to make the Saddle group of islands N. W. Monsoon. eing the most weatherly land-fall.

During the southwest monsoon for the same reason they are advised to steer for the high dome-shaped island of Wong-shing-shan," which is the highest island to the southward, and in a clear Video," called by the Chinese r can be seen fifty or sixty miles. This island has a bold precipitous appearance, and is nearly square. It has also remarkable white cliff, which near to, shows distinctly when the island bears N.W. by N.

The summit of Video is in Latitude 30 deg. 5 min. N., Longitude 122 deg. 46 min. East of Greenwich. N. 74 deg. E. from Video, and five miles distant, are seven rocks called the "Four Sisters," and N. 78 deg. E. e miles are two rocks called the "Brothers." Between these rocks and Video, and between the two groups of
themselves, there are safe passages, the depths varying from thirty to forty fathoms.
N. 24 deg. E. and 194 miles from Video is Leuconna, which appears when seen from the South' at that distance
abrupt and round-top hummocks.
Recommended to make Video in the S. W. Monsoon.

N. 17 deg. W. 144 miles from Video is the " Beehive Rock," 35 feet high, with a rock awash three cables to the Beehive Rock. tward of it, otherwise the depth of water around it is from 14 to 17 fathoms.
