W. T. MERCER, Colonial Secretary.

GOVERNMENT NOTIFICATION.

His Excellency The Governor has the satisfaction of publishing the following Despatch reporting the success of an Expedition, undertaken with the co-operation of the United States Naval Forces, against the Pirates in the neighbourhood of Kublan,

By Order,

W. T. MERCER, Colonial Secretary.

Colonial Secretary's Office, Victoria, Hongkong, 7th August, 1855.

His Excellency

SIR JOHN BOWRING, &c., &c., &c.

H. M. STEAM SLOOP "Rattler," HONGKONG,

7th August, 1855.

Sin, At your Excellency's request, I have the honour to inform you, that after having consulte you as to the propriety of attacking the Pirate Fleet in Coulan Bay, and asking the assistance of Captain McCluney, of the United States' Ship-of-war Powhatan, I made arrangements with the latter by which I was to have 3 Gun-boats with their crews, and a party of Marines. I started on the 3d with the Steamer Eaglet and the boats in tow, and arrived and anchor- ed near Coulan that night. Next morning the Eaglet took all the boats in tow, and we went into Coulan, but finding nothing there, turned our heads a little more up the coast, and soon discovered, in a branch of the river, a large Chinese Fleet at anchor, bearing the same distinguishing marks as the one that had committed the de- predations complained of. As we stood in, I detached two of the Gun-boats in chase of a Lorcha apparently trying to escape; and as I wanted information, I had intended to wait their return; but the Chinese began firing guns, and appeared so determined to resist, that I began to fire Rockets at them, which had the effect of making

immediately proceeded to follow in the remaining boats, the two 3,150 10. 0. 0

but tried to escape to a small neighbouring island. Possession was instantly taken, and the Boats passed on, to a large open space with apparently several channels leading out of it, in chase, attacking and capturing many more large and heavily armed Junks.

It getting late, and the boats being an immense distance from the ship, I thought it better to begin and barn the Junks at once, and 8,400 26,13. 4 accordingly burned 7 large war Junks, and 3 smaller Boats, more like Traders. All this I am sorry to say was not effected without loss, and our gallant companions, as well as ourselves, have to lament the death of some noble fellows. I cannot speak too highly of the con- duct of Lieutenant Pegram, his brother Officers, and Seamer and Soldiers; it was noble from beginning to the end; never was co-opera- tion more cordially given and received. My own officers and men behaved as I have had the opportunity of seeing them on two or three other occasions, and as know they will again if they have the opportunity.
