Diplomatic Department.
WALTER HENRY MEDHURST, Esquire, Her Majesty's Consul at Foochow, having obtained leave of absence, His Excellency Her Majesty's Plenipotentiary, &c., &c., has been pleased to appoint FREDERICK HOWE HALE, Esquire, Vice-Consul in the said Consulate, to exercise, until further orders, Consular Jurisdiction and Authority in the said Port of Foochow.

His Excellency The Governor and Commander-in-Chief has been pleased, subject to Her Majesty's approval to appoint JOSEPH JARDINE, Esquire, to be a Member of the Legislative Council of Hongkong, in substitution, of DAVID JARDINE, Esquire, deceased.
The Honourable Joseph JARDINE, Esquire, has been sworn in accordingly at a Meeting of the Legislative Council held this day.

W. H. ALEXANDER, Esquire, Registrar of the Supreme Court, has obtained leave of absence from the Colony, for Eighteen Months, from the 15th Instant.
N. R. MASSON, Esquire, will officiate as Acting Registrar during Mr ALEXANDER's absence, and the duties of Acting Deputy Registrar will be performed by F. W. MITCHELL, Esquire; both being subject to the approval of Her Majesty's Government.

By His Excellency SIR JOHN BOWRING, Knight, LL.D., Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same, Her Majesty's Plenipotentiary and Chief Superintendent of the Trade of British Subjects in China.
Whereas, by an Act of the Imperial Parliament of Great Britain and Ireland, Bassed in the Eighteenth and Nineteenth Years of Her Majesty's Reign, entitled An Act for the Regulation of Chinese Passenger Ships, under the Third Clause thereof it is enacted, that "it shall be lawful for the Governor of Hongkong to declare by "Proclamation, for the purposes of this Act, what shall be deemed to be the duration of the Voyage of any Chinese
Passenger Ship":-
Now therefore I, Sir John Bowring, Governor as aforesaid, by this my Proclamation issued for that
do declare that the following shall be the Rule of Computation by which the Length of the Voyage of any Ship carrying Chinese Passengers from Shanghae, Ningpo, Foochow, and Amoy, to the several Places hereinafter mentioned, shall be computed for the purposes of the Act above referred to; that is to say :-
