'GOVERNMENT NOTIFICATION.

The following Notification addressed by RUTHERFORD ALCOCK, Esquire, Her Majesty's Consul at Canton, to the British Mercantile Community at that Port, respecting various matters in connection with the Chinese Custom House, is herewith published for general information.

Ilis Excellency the Hoppo has requested the undersigned, 1Ier Majesty's Consul, to call the attention of the British Mercantile Community at this Port to the necessity for greater care on the part of those who transmit Foreign Goods from any other Consular Port to Canton, with an exemption Chop. Unless the Chop supply full particulars as to the Quality, Quantity, Number of Pieces, &c., so as to give the Custom Blouse Oficials here satisfactory means of identifying the Puckages or Goods as those upon which Duties have actually been paid, and also specify the Sum paid, the Importers cannot be allowed the exemption sought. And as much inconvenience frequently arises from the absence of such details, it would be well if Mercantile correspondents at the other Ports, were duly warned of the necessity for greater care as to the insertion of such full particulars in every exemption Chop.
Various questions have also been the subject of discussion recently connected with a carrying trade in Chinese produce; more especially Cotton, Peas, and Beans, and the transhipment of Teas at Whampoa, from Macao or other outlying Ports, and for which exemption from duty has been erroneously claimed by the Shippers.
The undersigned is further requested, therefore, by His Excellency the Hoppo, to advise the British Mercantile Community, that no Chinese produce, brought here from any other Port or Place for consumption or sale, can by Treaty be held exempt from an Import Dury, either on the plea that it has already paid an Export Duty at the place of shipment, or that it is of a class of produce exempted by the Treaty Import Tariff,"-only applicable to Foreign Goods or produce. In the case of Teas, brought from any other Port or Place for shipment at Canton or Whampoa, the Tariff Export Duty is justly leviable, unless it can be shown such Teas have already paid at some other Consular Port the legal Export Dues according to Tariff.
The Duty levied on Cotton, the produce of China, brought to the Port in Chinese Vessels, His Excellency the Hoppo states to be the same as that specified in the Treaty Tariff: namely, 4 Mace Ships, since this is also the amount claimed when the same produce is brought in the latter.

There is no distinction made therefore to the disadvantage of Foreign exchange, is about 56 Cash per Picul in Chinese Vessels, and the same rate only is claimed when brought in Foreign Vessels.
