Ordered, that the said Ordinance be published in the next Government Gazelle. The Acting Attorney General, by permission of His Excellency, presented a Petition from the Crown Soliciter,
applying for increase of Salary; and the same having been read,--
It was moved by the Acting Attorney General, seconded by the Colonial Treasurer, aud carried unanimously:
That the said Petition do lie on the Table,
The following opinion was submitted by the Acting Attorney General, and adopted by the Members; it was then
read, and ordered to be entered on the Minutes :-
"We desire to enter on the Minutes an expression of opinion that the Salary of the Registrar of the Supreme Court is inadequate to secure permanently the Services of a competent man for the Office. Since the reinction of the Salary on the appointment of the present Registrar, the value of money has decreased exceedingly, and the duties of the Office have increased in an inverse proportion.”

The Governor laid on the Table a Bill, entitled "An Ordinance to grant a Civil List to Her Majesty for the Colony
of Hongkong"
And the same having been read a first time,—-
It was moved by the Acting Chief Justice, seconded by the Acting Attorney General, and carried unanimously,—
"That a Committee consisting of Messrs Jardine, Dent, and Lyall, be appointed to consider the proposed Ordinance to grant a Civil List to Iler Majesty for the Colony of Hongkong,' and to report thereon to the
Council." Read, and passed, Rules of Court, of 14th November 1859, submitted by the Acting Chief Justice. The Council then adjourned sine die.
Read and approved, this 16th Day of December, 1859.

An Ordinance to authorize the appropriation of a Supplementary Sum not exceeding Four Thousand Pound to defray the charges of the Year 1859.

Whereas it has become necessary to make further Provision for the Public Service of the Colony for the Year 1859, in addition to the charge upon the Revenue for the Service of the said Year already provided for in the Estimates submitted to the Legislative Council: Be it enacted and ordained by His Excellency the Governor of Hongkong, with the advice of the Legislative Council thereof, as follows :--
1. A Sum not exceeding Four Thousand Pounds shall be, and the same is hereby, charged upon the Revenue of this Colony for the Sorvice of the Year 1859, and the said Sum so charged shall be expended as hereinafter specified, that is to say :-
