The Contract for publishing this Gazette, entered into on the 24th September, 1853, was terminated on the 30th ultimo; and notice is hereby en that a NEW SERIES of this Gazette will be published hereafter, to commence from the 7th instant, under a New Contract, and that

VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL

OF HONGKONG.

No. 8 of 1859.

WEDNESDAY, 9th NOVEMBER, 1859.

HIS EXCELLENCY THE GOVERNOR, AND ALL THE MEMBERS.

Council met to-day by special Summons.

Minutes of the Council held on the 21st September last, were read and approved. Colonial Secretary observed that, under existing circumstances, there was not the same necessity as before for He thought it right, however, the motion on the subject of the Hongkong Press, of which he had given notice. to endeavour to obviate the current misrepresentation of his object in the intended motion. His intention had been solely to provide some substantial security for the Public against the scurrilous attacks of a portion of the Press, and the means which he had designed to propose for this purpose were such as no respectable Editor would object to. With this explanation he would, with His Excellency's permission, withdraw his notice of motion.

Excellency The Governor laid upon the Table the Estimates for 1860, and having explained the financial posi- sion and prospects of the Colony, moved the first reading of a Bill, entitled “An Ordinance to apply a "Sum The Bill was accordingly at exceeding Ninety Thousand Pounds to the Public Service of the Year 1860.” read a first time; and the second, reading was fixed for Monday, the 21st instant, at Noon, to which Day the Council adjourned.

SUPREME COURT OF HONGKONG.

REGULE GENERALES.

ANNO VICESIMO TERTIO VICTORIA REGINE.

MICHAELMAS TERM.

14th November, 1859.

1. That all Writs of Capias ad Respondendum shall, from and after the date hereof, be in force for One Month only, and that llowing Memorandum be subscribed to every such Writ, viz.,-"This Writ is to be executed within One Calendar Month the date thereof, including the day of such date, and not afterwards.”

2. That the Writ of Capias and Respondendum shall and may be issued under the Summary Jurisdiction of the said Court, words “at the next sitting of the said Court in its Summary Jurisdiction" being inserted in lieu of the words "within Eight after the exccution hereof on him, inclusive of the day of such execution"; and that only one-half of the Court Fees and Costs Writ allowed on the Common Law side of the said Court shall be taken or allowed on the Writ when issued under its ary Jurisdiction.

3. That the Parties obtaining a Rulo or Judge's Order for a Special Jury, shall produce the same to the Registrar of the , who shall be attended by the Parties or their Legal Advisers, and shall thereon proceed to nominate and strike a Special according to the practice followed in England.
