His Excellency the Governor has been pleased, subject to the approval of Her Majesty's Government, to appoint a Provisional and Temporary Seat in the Executive Conneil of this Colony, the Honourable F. W. GREEN, Esq, eting Attorney General, who has this day taken the Oaths accordingly.

Notice is hereby given that His Excellency The Governor has been pleased, under the Authority of the 16th tion of the Supplementary Customs Consolidation Act 1855, to appoint the Harbour Master of this Colony for to time being to be Principal Officer of Customs to carry into effect the provisions of the Merchant Shipping Act,
All transfers, endorsements, and other transactions connected with the Registry of Ships, will in future be Rected at the Harbour Master's Office, in place of the Colonial Secretary's Office as hitherto.

It is hereby notified by direction of His Excellency the Governor in Council, that, on future occasions of Fire or near the City of Victoria, the conduct of operations shall devolve on the Superintendent of Police, and public ttention is called to the following Clause, No. III of Ordinance No. 9 of 1857, which will be enforced:-
#
Every Person whomsoever required by the Superintendent of Police to co-operate with any Fire Brigade, whether consisting of Volunteers or not, so that the same be approved by His Excellency, or in the working of Fire Engines, or in the suppression of Fire, shall be und to obey such requisition under the penalty for every case of disobedience, of not less than Ten Dollars nor more than Fifty Dollars, to imposed by ang Justice of the Peace, or (if such Justice shall think fit and the offender shall be a Chinaman) of not more than Fifteen lows nor less than Five Blows."
And it is further notified that for the purposes of the said Clause, and ponding further legislative measures, His Excelleney the Governor declares the recognition of the following Fire Brigades:-The Police, The Military, hose furnished from the Naval Dockyard, and Ships of War in Harbour, and those belonging to such Private Engines as may be in attendance.

In consequence of the great inconvenience and noise caused by persons crowding the space within the Bar of the Court, it is necessary to notify to the Public, that it is the intention of the Court to insist upon the observ- nce of the Rules regarding the admission of persons within the Bar, and which Rules are as follow, viz:-That no person has any right of entry within the Bar except the Members of the Legal Profession, Members of Council, Justices of the Peace, Reporters for the Press, and Parties in the cause, who are to enter by the Stairs at the right hand corner of the hall of the Court House-the Judge's private entrance being at the left hand corner. Any Person not entitled to enter within the Bar and wishing to do so, should send in his card (or name) for submis- sion to the Chief Justice.
The chairs on the raised platforms in the body of the Court are for the use of the European, and the benches in the centre for the Native Community.

Gentlemen summoned to attend at the Supreme Court, as Jurors, are hereby notified that they are not at liberty, without express leave of the Court (by Proclamation or otherwise) to consider their services dispensed with; that they can ascertain whether their presen co is required or not by applying to the Registrar of the said Court; and that if they absent themselves without leave, they do so at the risk of being fined for such absence.

HARBOUR MASTER'S OFFICE, 26th October, 1859.
In connection with the Notification from this Office of the 14th May last, Masters and others in charge of Merchant Vessels, are hereby directed to move their Ships over to the South (Hongkong) side of the Harbour on the 1st November proximo.
A direct line from Kellet's Island,, intersecting the P. & O. Company's Receiving Ship Fort William, to the lower gap on Lantow, (Kellet's Island bearing E. by S. S.,) shall be considered the line North of which no Vessel shall anchor between the 1st November and 1st June next. The North side of this line to be a clear working passage; and for public convenience no vessels shall bring up inconveniently near the P. & O. Company's Receiving Ship Fort William, but leave plenty of room for the access of the Mail Steamers.
