The Governor said that he would be glad to receive at an early date the remarks which had been called for from th
Coloninal Treasurer, and Messrs Jardine and Dent, on the ultimate conditions of the Postal Authorities Home for placing the Post Office at Hongkong under the control of the Local Government.
A question was then put by the Acting Attorney General, relative to Ordinance No. 5 of 1858; and some remark-
were made by the Colonial Secretary on the possible necessity of submitting to the Council, at an early da amendments of the Markets and Pawnbroking Ordinances.
The Acting Chief Justice remarked that under the Local Ordinance substituting penal servitude for transportation, Criminals were necessarily sentenced to as long periods of penal servitude as formerly of transportation unde Statute Law.
Mr Adams under these circumstances advised that power be given to the Court to pass sentences of pemi servitudo for reduced periods.
The Council adjourned sine die.

An Ordinance to apply a Sum not exceeding Nincty Thousand Pounds to the Public Service of the Year 1860
[ November, 1859.]
Whereas the Expenditure required for the Service of this Colony for the Year 1860, has been estimated at the Sum of Eighty-nine Thousand Six Hundred and Twenty-five Pounds, Eighteen Shillings, and Eight Pence: Be it enacted and ordained by Ilis Excellency the Governor of Hongkong, with tho Advice of the Legislativo Council thereof, as follows:-
A Sum not exceeding Ninety Thousand Pounds shall be and the samo is hereby charged upon the Revenue of this Colony for the Service of the Year 1860, and the said Suma so charged shall be expended as hereinafter specified, that is to say :-
