Having received information that Ridges of Sand are formed with shoal water of only 2 and 3 fathoms on them, in the meridian of 122° 17′ E. Long., and between the Parallels of 32° 30′ and 33° 21' N. Latitude.-

Captains and Commanders of H. M. Ships and Masters of Hired Transports are hereby cautioned against standing so far to the Westward, in making the passage between the Yang-tse-kiang River and the Shantung Promontory.

Circular á los Agentes Diplomaticos y Consules de S. M. en el estrangero.

Los abusos cometidos por algunos buques estrangeros, que, violando las disposiciones de Aduanas vigentes en Filipinas, han conducido á la isla de Joló multitud de efectos de ilicito comercio, municiones y pertrechos de guerra, hán llamado la atencion de la Reina Nuestra Señora, y, en su consecuencia, se há servido resolver prevenga á V. haga presente á ese Gobierno, que, no estando abierto al comercio esterior mas que los puertos de Manila, Sual, Yloilo, y Zamboanga no será permitido á la bandera estrangera hacer directamente el tráfico con Joló y sus adyacentes, que, con arreglo á las capitulaciones de 30 de Abril de 1851, forman parte integrante del Archipielago Filipino. De Real órden lo digo á V. con el objeto espresado, y á fin de que se dé á la anterior disposicion la mayor publicidad posible para que llegue a conocimiento del comercio de esé pais. Dios guarde á V. muchos años. Madrid 2 de Julio de 1860.

FOREIGN DEPARTMENT.

Circular to Her Majesty's Diplomatic Agents and Consuls abroad.

The attention of Our Lady The Queen having been called to the irregularities committed by some foreign Vessels who, in violation of the Customs Laws in force in the Philippines, have conveyed to the Island of Joló a great number of contra- band goods, arms and ammunition, I have received Her Majesty's Commands to instruct you to inform the local Government that the Ports open to foreign trade being only Manila, Sual, Yloilo, and Zamboanga,-no direct traffic under a foreign flag will be permitted with Joló and adjacent isles which, in conformity with the Capitulations of the 30th April, 1851, form part and parcel of the Philippine Archipelago. You will communicate accordingly with the Public Authorities of in order that the Mercantile Community of the place may be made fully acquainted with the prohibition.-God Preserve You. Madrid, 2nd July, 1860.
