His Excellency The GOVERNOR and all the Members, except the ACTING ATTORNEY GENERAL, absent
on leave.
The Council met to-day, pursuant to adjournment.
The Minutes of the Council held on the 6th Instant, were read and approved.
The Bill, entitled "An Ordinance for the establishment of a Civil List," was read a second time; And the Council went into Committee upon the said Bill.
Sections 1 and 2 agreed to.
Schedule agreed to.
Title agreed to.
The Bill having gone through Committee,
The Governor put the Question,--that this Bill do pass, and that the Title be—“ An Ordinance for the
"Establishment of a Civil List."
Question put and carried, the Ordinance being numbered "No. 13 of 1860."
The Bill, entitled "An Ordinance for the Remission of Penalties," was read a second time;
And the Council went into Committee upon the said Bill.
Section 1 agreed to.

The Bill having gone through Committee,
The Governor put the Question, that this Bill do pass, and that the Title be-" An Ordinance for
"the Remission of Penalties."
Question put and carried,-the Ordinance being numbered "No. 14 of 1860.”
The second reading of the Bills respecting Seamen and Cargo Boats, was deferred till the next Meeting. The Council adjourned to Monday, the 27th Instant, at Noon.
Read and approved, this 17th Day of November, 1860.
