PRESENT:

His Excellency The GOVERNOR and all the Members, except the COLONIAL SECRETARY, absent on leave to Shanghae and Japan.

The Council met to-day by special Summons.

The Minutes of the Council held on the 10th ultimo, were read and approved.

Read Despatch, No. 40, of 28th May last, from His Grace The Duke of NEWCASTLE, sanctioning the

Establishment of a Civil List for Hongkong.

Read a first time a Bill, entitled "An Ordinance for the Establishment of a Civil List."

Read a first time a Bill, entitled "An Ordinance for the Remission of Penalties."

Read a first time a Bill, entitled "An Ordinance for amending Ordinances No. 4 of 1850, and No. 6

of 1852."

Read a first time a Bill, entitled "An Ordinance for the Registration and Regulation of Boatmen and

others employed in Cargo Boats, and for the Survey of such Boats."

The Council adjourned to Friday, the 17th Instant, at Noon.

An Ordinance for the Establishment of a Civil List.

[17th August, 1860.]

Be it enacted and ordained by His Excellency the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows:---

£27,000 to Civil List.

I. There shall be payable in every Year to Her Majesty, Her Heirs and Successors, Appropriation of out of the General Revenue of the Colony of Hongkong, the several Sums not exceeding in the whole the Sum of TWENTY SEVEN THOUSAND POUNDS for defraying the Expense of the several Salaries named in the Schedule A, to this Ordinance annexed, the said several Sums to be issued by the Colonial Treasurer in discharge of such Warrant or Warrants as shall be from Time to Time directed under the Hand of the Governor.

Civil List to exist

II. That this Ordinance shall take effect from the Commencement of the present from 1st August, Month.
