Au moment de procéder à la signature de la présente Déclaration, le Plénipotentiare de Suède déclare, au nom de son Gouvernement, que malgré les grandes hésitations auxquelles donne lieu, de la part de la Suède, la disposition d'aprés laquelle la ratification doit être déposée au plus tard le 1er février 1908-ceci parce que la Diète ne se réunit que le 15 janvier--, le Gouvernement suédois l'a néanmoins autorisé à signer les arrangements qui précèdent, dans la conviction que, dans le cas où l'approbation de la Diète ne pourrait pas être donnée en temps utile avant le 1er février, une demande de prolongation du délai de dépôt sera favorablement accueillie par les autres Gouvernements.

By His Excellency Sir FREDERICK JOHN DEALTRY LUGARD, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Companion of the Distinguished Service Order, Governor and Commander-in-Chief of Hongkong and its Dependencies and Vice-Admiral of the same.

Whereas by the Military Stores (Prohibition of Exportation) Ordinance, 1862, it is enacted that it should be lawful for His Excellency the Governor, by and with the advice of the Executive Council, by Proclamation to be published in the Hongkong Government Gazette or in any Extraordinary Gazette, to prohibit, for such period as should be mentioned in such Proclamation, either to be exported from the Colony of Hongkong, or to be carried coastwise within the said Colony (amongst other things) Arms, Ammunition, Gunpowder, and Military and Naval Stores, and any articles which His Excellency may judge capable of being converted into or made useful in increasing the quantity of Military or Naval Stores, or any or either of such Arms, Ammunition, Gunpowder, Stores, Goods or Articles respec- tively, subject to any permission that may be obtained under Section 3 of the Ordinance:
