SIR,With reference to my Despatch of 4th March last No. 23, I have the honor to enclose translated copy of a com- munication received by me from the Government of Netherlands India, announcing that the Blockade by the Netherlands Forces of the Coasts of Boni (Celebes) has been raised, and to request that Your Excellency will cause the same to be pub- lished.

In the name of His Excellency the Governor General I have the honor to inform you that the Blockade of the Coasts of Boni was raised on the 1st of January last, and to offer you a copy of the Declaration to this effect of the Lieutenant General Commander of the Netherlands Sea and Land Forces operating against the Kingdom of Boni.

I am desired at the same time to request that you will give notice of the raising of the Blokade to the British Govern- ment in India and to the British Authorities in China.

The Lieutenant General, Commander of the Netherlands Sea and Land Forces operating against the Kingdom of Boni (Island Celebes.)

Having taken into consideration that the Kingdom of Boni has been conquered by arms and that the Chiefs and people have submitted themselves to the Netherlands Government.

That on that account it is no longer required to maintain the Blockade of the Coasts thereof proclaimed on the 10th of February, 1859.

Declares the Blokade of the Coasts of Boni as raised, and the trade in the Bay of Boni free and unhindered for every body.

Given at Head Quarters at Polakka, Kingdom of Boni, on the 1st January, 1860.
