Supplementary Es- timates, 1861.
Service of the said Year already provided for in the Estimates submitted to the Legis- lative Council: Be it enacted and ordained by Ilis Excellency the Governor of Hong- kong, with the Advice of the Legislative Council thereof, as follows:-----
I. A Sum not exceeding Twelve thousand and fourteen Pounds shall be, and the same is hereby, charged upon the Revenue of this Colony for the Service of the Year 1861, and the said Sum so charged shall be expended as hereinafter specified, that is to say:

By His Excellency Sir HERCULES GEORGE ROBERT ROBINSON, Knight, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice- Admiral of the same, with the Advice of the Legislative Council of Hongkong.
An Ordinance for the Regulation and Control of the Harbour of Victoria, Hongkong.
Whereas it is expedient to revise and amend the Regulations hitherto existing for the maintenance of order within the Harbour of Victoria, Hongkong:-Be it enacted and ordained-
I. That Ordinance No. 11 of 1845 be and the same hereby is repealed.
II. That all Masters and others in charge of Merchant Vessels shall hoist their Numbers on entering the Port of Victoria and shall keep such Number flying until the Ship shall have been reported at the Harbour Master's Office.
III. That all Masters and other such Persons shall, within Twenty-four Hours ed within 24 Hours. after arrival within the limits of the said Port, report themselves at the Harbour Master's Office and in the case of British Vessels or those unrepresented by a Consul shall deposit Ship's Articles, List of Passengers, Ship's Register, and true Copy of Manifest if re- quired, and in the case of Foreign Vessels represented by a Consul the said Papers shall be lodged at such Consulate, under a Penalty not exceeding Two Hundred Dollars on refusal or neglect of the Master or such other Person so to do.
