OFFICES, 454, WEST STRAND, W.C., June 13, 1861, SIR,-H. M. Commissioners having entered into communication with the Directors of the Penin- sular and Oriental Steam Company, with the view of obtaining for intending exhibitors, facilities in the transmission of goods, and a reduction of freight for transit in their vessels, if addressed to "The Com- missioners of the International Exhibition," I append a copy of the reply, and have in addition to state that the Company has written out to their agents, authorizing them to afford every facility to those ex- hibitors who may avail themselves of this mode of transit.
H. M. Commissioners will feel obliged by your communicating this fact to any Commission appointed in your Colony.-I have the honor to be your Excellency's most obedient servant,

HIS EXCELLENCY THE GOVERNOR OF HONGKONG.
(Copy.)
Secretary.
PENINSULAR AND ORIENTAL STEAM COMPANY, 129 LEADENHALL STREET, 6th June, 1861. SIR,-I have the honor to acknowledge the receipt of your letter dated 25th ultimo stating that among the arrangements for the ensuing International Exhibition communications have been opened with all the British Colonies inviting them to avail themselves of so great an opportunity of bringing to the notice of Europe their natural or manufactured productions, and expressing a hope, that in case application for the conveyance of Goods to the Exhibition at reduced charges, or with especial despatch, should be made by any Colonial Commission, this Company will authorize their Agents to give such application their most favorable consideration.
In reply I am instructed to inform you that ir. consideration of the objects for which the Govern- rent have determined to incur the expense of importing these articles, the Board have agreed to reduce the Company's ordinary rate of Freight to £15 (Fifteen Pounds) per ton of forty cubic feet ineasure-
ment.
I am to add that in the event of the articles to be so conveyed being shipped at periods when they can be conveniently received by the Company's Agents and carried on board the Company's steamers without shutting out packages upon which the full rate of freight is chargeable, the Directors might be disposed to make some further reduction in the Freight.
It should be borne in mind that out of the Freight paid to this Company £8 per ton is applicable to the Transit of the Goods through Egypt, under the administration of H. It. the Viceroy.
The freight by the Company's stearers is payable at the port of shipment, under ordinary cir- cumstances, but in this case it would be left for settlement here, after the arrival of the various articles. -I am, Sir, &c., &c.,
C. W. HOWELL, Secretary.
F. R. SANDFORD, Esq.,

Secretary to the Commissioners of the International Exhibition.
