CONVENTION BETWEEN HER MAJESTY AND THE EMPEROR OF THE FRENCH,

SUPPLEMENTARY TO THE TREATY OF COMMERCE OF JANUARY 23RD, 1860,

WITH A TARIFF ANNEXED THERETO.

SIGNED AT PARIS, NOVEMBER 23rd, 1860.

[RATIFICATIONS EXCHANGED AT PARIS, NOVEMBER 30TH, 1860.]

Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, and His Majesty the Emperor of the French, desiring to insure the com- plete execution of the Treaty of the 23rd of Janu- ary, 1860, by fixing the duties on the importation of such of the goods of British origin or manufac- ture enumerated in the said Treaty as were not comprised in the arrangement of the 12th of October last, have resolved to conclude, for that purpose, a Second Additional Convention, and have therefore named as their Plenipotentiaries; that is to say:

Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, the Right Honour able Henry Richard Charles, Earl Cowley, Viscount Dangan, Baron Cowley, a Peer of the United King- dom, a Member of Her Majesty's Most Honourable Privy Council, Knight Grand Cross of the Most Honourable Order of the Bath, Her said Majesty's Ambassador Extraordinary and Plenipotentiary to His Majesty the Emperor of the French; and Richard Cobden, Esquire, a Member of the British Parliament;

And His Majesty the Emperor of the French, M. Thouvenel, a Senator of the Empire, Grand Cross of His Imperial Majesty's Order of the Le gion of Honour, &c., &c., &c., His Imperial Majes- ty's Minister and Secretary of State for Foreign Affairs; and M. Rouler, a Senator of the Empire, Grand Cross of His Imperial Majesty's Order of the Legion of Honour, &c., &e., &e., His Imperial Majesty's Minister and Secretary of State for Agri culture, Commerce, and Public Works;

Who, after having cominujcated to each other

Sa Majesté la Reine du Royaume Uni de la Grande Bretagne et d'Irlande, et Sa Majesté Em- pereur des Français, voulant assurer la complète exécution du Traité du 23 Janvier, 1860, en fixant les droits à l'importation des marchandises d'origine ou de manufacture Britannique émunérées dans le dit Traité, et non comprises dans l'arrangement du 12 Octobre dernier, ont résolu de négocier dans ce but une deuxième Convention Addition- nelle, et ont à cet effect nommé pour leurs Pléni- potentiaires, savoir:

Sa Majesté la Reine du Royaume Uni de la Grande Bretragne et d'Irlande, le Très Honorable Henry Richard Charles, Comte Cowley, Vicomte Dangan, Baron Cowley, Pair du Royaume Uni, Membre du Très Honorable Conseil Privé de Sa Majesté Britannique, Chevalier Grand-Croix du Très Honorable Ordre du Bain, Ambassadeur Ex- traordinaire et Plénipotentiare de Sa dite Majesté près Sa Majesté l'Empereur des Français; et M. Richard Cobden, Ecuyer, Membre du Parlement Britannique;

Et Sa Majesté l'Empereur des Français, M. Thouvenel, Sénateur de l'Empire, Grand-Croix de Son Ordre Impérial de la Légion d'Honneur, &c., &c., &c., Son Ministre Secretaire d'Etat au Dé- partement des Affaires Etrangères; et M. Rouher, Sénateur de l'Empire, Grand-Croix de Son Ordre Impérial de la Légion d'Honneur, &c., &c., &c., Sou Ministre Secrétaire d'Etat au Département de Agriculture, du Commerce, et des Travaux Pu- blics;
