6. They may be used on correspondence to places to which the prepayment of postage is either compulsory or optional, i.e., no credit will be given to these Stamps on correspondence addressed to places to which the postage cannot be prepaid in Hongkong.

7. Correspondence insufficiently stamped will be returned to the writers with an indication of the amount insufficient, except in the case of letters, &c., originating at any of the Agencies of the Hongkong Post Office, which will, if addressed to the United Kingdom, be sent on charged with the -deficient amount of postage and a fine of 18.

8. The Labels are to be placed on the upper right hand corner of the correspondence, except in cases where they may be used in payment of "Late Fees" when the Stamp representing the Late Fee is to be placed on the lower left hand corner of the correspondence.
