PROCLAMATION.

By His Excellency WILLIAM THOMAS MERCER, Esquire, Acting Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace The DUKE OF NEWCASTLE, K.G., Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinances, namely:-
No. 12 of 1862, entitled," An Ordinance to amend the form in which Sentence of Death is
passed;"
No. 13 of 1862, entitled," An Ordinance to repeal Ordinance No. 12 of 1858, entitled 'An
Ordinance for Practitioners in law;"
No. 14 of 1862, entitled,—“ An Ordinance for granting Patents for Inventions within this
Colony":
Now, therefore, it is hereby declared, that the said Ordinances have been so approved and con- firmed, as aforesaid.

GOVERNMENT NOTIFICATION.

It is hereby notified to this Community that under strict injunction from His Grace the Secretary of State for the Colonies no alteration of the departure of a Contract Mail Packet for Europe will be sanctioned in future without the gravest necessity; that it is intimated that the detention of such Packet can only take place under the positive order of the Governor to that effect; "and that such "order must only be given by the Governor acting on his own responsibility upon such urgent occasions "as will justify a step so much calculated to give rise to serious public inconvenience.”
