It is hereby notified that His Grace the Secretary of State for the Colonies has been pleased to confirin F. W. MITCHELL, Esquire, in the Office of Postmaster General of Hongkong to which he was provisionally appointed in May last.

The Acting Governor has been pleased to direct, for general information, the publication of the following Despatch from His Grace the Duke of Newcastle, forwarding the Medal of the National Rifle Association, and noting that the Subscription from the Hongkong Volunteers is the first received from a Colonial Corps.

DOWNING STREET, 23rd August, 1862.

SIR,--With reference to Sir H. Robinson's despatch No. 115 of the 6th of June last, applying for the Silver Medal of the National Rifle Association for the Hongkong Volunteers, and requesting to be furnished with information respecting the rules to be observed in competing for the Queen's Prize at the annual meeting, I transmit to you the enclosed copy of a letter on the subject from the Secretary to the Association, together with the Medal and documents referred to in that letter.-I have the honor to be, Sir, your most obedient humble servant,

NEWCASTLE.

August 13th, 1862.

SIR,I have the honor to acknowledge the receipt of your letter of the 8th instant, enclosing by direction of the Duke of Newcastle, the copy of a letter from Captain Brine to the Colonial Secretary, Hongkong, and of an Governor of that Colony, for the Silver Medal of the National Rifle Association to be competed for by the Hongkong Volunteers, application made by the and I am directed by the Council to request that you would inform His Grace the Secretary of State for the Colonies, that on the 6th instant I transmitted to Captain Brine, through the Colonial Office, the Silver Medal and some books and papers from this Office together with a letter expressing the thanks of the Council, for the contribution of the IIongkong Volunteers to the Funds of the Association.

The Subscription from that Corps is the first received from the Colonial Association.--I have, &c.,
