GOVERNMENT NOTIFICATION.

His Excellency SIR HERCULES G. R. ROBINSON having departed this day for England on leave of absence for one year, The Honorable WILLIAM T. MERCER, Esquire, has by direction of His Grace The Secretary of State assumed from this date the Government of the Colony.

Mr. MERCER has been sworn in this day as Administrator of the Government of Hongkong.

Under Instructions from His Grace The Secretary of State for the Colonics, The Honorable W. H. ALEXANDER, Esquire, will continue to act as Colonial Secretary, and retain his seat in the Exccu- tive and Legislative Councils until further notice.

PROCLAMATION.

By His Excellency SIR HERCULES GEORGE ROBERT ROBINSON, Knight, Governor and Commander- in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace The DUKE OF NEWCASTLE, Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinances, namely :-

No. 1 of 1862, entitled,—“ An Ordinance for the Regulation and Control of the Harbour of

Victoria, Hongkong:"

No. 3 of 1862, entitled," An Ordinance to authorize His Excellency the Governor by Pro-

clamation to prohibit the Exportation of Military Stores and other Articles ;”

No. 4 of 1862, entitled,- “An Ordinance to amend Ordinance No. 4 of 1851, and to increase

the Jury Panel to Thirty :"

Now, therefore, it is hereby declared, that the said Ordinances have been so approved and con- firmed, as aforesaid."
