The Honorable WILLIAM THOMAS MERCER, Esquire, Colonial Secretary, has this day reported his return to the Colony.

PROCLAMATION.

HERCULES G. R. ROBINSON.

By His Excellency SIR HERCULES GEORGE ROBERT ROBINSON, Knight, Governor and Commander- in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the following Ordinances,

No. 5 of 1862, entitled "An Ordinance to amend Ordinance No. 13 of 1860 by abolishing the Salaries of the Chief Magistrate and Assistant Magistrate, and to make provision for the Salaries of the Judge of the Court of Summary Jurisdiction and of two Police Magistrates;" No. 6 of 1862, entitled “An Ordinance to abolish the Offices of Chief Magistrate and Assistant

Magistrate, and to appoint and define the duties of two Police Magistrates;" and

No. 7 of 1862, entitled "An Ordinance to establish a Court of Summary Jurisdiction, and

to authorize the appointment of a Judge thereof;"

were passed by the Legislative Council of this Colony with Clauses by which their operation was sus- pended until Proclamation should be made by Ilis Excellency the Governor-

Now, therefore, I, the said SIR IIERCULES GEORGE ROBERT ROBINSON, Knight, do hereby declare, that the said Ordinances 5, 6, and 7 of 1862, shall come into and be in operation from this date.

Given at Victoria, Hongkong, this 7th Day of July, 1862.

GOVERNMENT NOTIFICATION.

HENRY JOHN BALL, Esquire, having reported his arrival in the Colony, is appointed Judge of the Court of Summary Jurisdiction of Hongkong, under instructions from His Grace the Secretary of State for the Colonies.
