be handed over to the credit of the Corps Fund. Non-payment of Subscriptions, Fines, &c., within two days after the same shall have been duly demanded, incurs a liability to pay double the amount.
12. A General Meeting of the Effective Members shall be held in the first week in March of each year, for the purpose of transacting the general non-military business of the Corps.
13. The property of the Corps shall be legally vested in the Commanding Officer; but a Committed to aid him in the ma- nagement of its finances and other civil business shall be appointed yearly. This Committee shall consist of the Captain, Officers, and Seven other Effective Members of the Corps,the latter to be elected by ballot, and to retire annually, but shall be eligible for re-election at the General Meeting, Five to form a quorum.
14. All sums received to the credit of the Corps Fund shall be paid into such Bank as the Commanding Officer may select, and placed to the account of the " Hongkong Volunteers." No sum shall be withdrawn therefrom except by cheque drawn by one of the Committee, and countersigned by the Senior Officer present with the Corps.
15. A Certificate of Enrolment in this Corps, signed by the Commanding Officer thereof, shall be primâ facie evidence of such Enrolment, without any further proof.
16. If, in the opinion of the Commanding Officer, any case arises not provided for by the preceding Rules, or on a requisi- tion to the Commanding Officer from 10 or more Effective Members, he shall convene a Meeting of the Cominittee named in No. 13 Rule, which shall decide the course to be adopted, and from that decision there shall be no appeal.
17. A Book shall be kept for the registration of Members, in which each Gentleman entering the Corps shall pledge himself, during the time of his enrolment, to pay strict obedience when on duty to his Officers and to the foregoing Rules and Regulations, and to all orders touching the discipline of the Corps- which may from time to time be issued by the Officer in command.

NOTICE.
HARBOR MASTER'S OFFICE, VICTORIA HONGKONG, 12th May, 1862.
Notice to Consignees, Masters and others in charge of Merchant Vessels.
1. On or before the 1st June proximo all Ships with the following exceptions shall be moved over to the North Side of the Harbour, mooring them properly with 45 Fathoms on each chain, the anchors lying in an E.N.E. and W.S.W. direction from each other.
2. The Southern line of this anchorage is, the North Extremity of Hongkong shut in with the South Extremity of the Kowloon Peninsula bearing E. by S.; the Top Gallant Masts and Yards are to be on deck and flying Jib-boom in, a spare anchor should be ready for letting go, and the hawse invariably kept clear.
3. Helks or Receiving Ships (not having Top Masts pointed) may, for convenience, lie on the South Shore.
4. Ships discharging cargo may also by permission anchor on the South Shore.
5. The Peninsular and Oriental Company's Huik Fort William is, for the convenience of the Public Service, allowed to reinain where she is; the Mail Steamers anchoring near her but not to Southward.
Vessels under Articles 3 and 4 and 5 must perfectly understand that although they have permission to remain there, it is entirely at their own risk.
