count against the Government of this Colony, and on every Letter brought to this Colony by any such Vessel there shall be charged and collected a rate of Postage of Four Pence on each Letter not exceeding Half an Ounce in weight, and on every such Letter exceeding Half an Ounce a progressive Rate according to the Scale of Rates hereinbefore set forth.
XIV. In case of the arrival of any Vessel in the Port of Victoria having any after anchoring to de- Mail on board and the delivery thereof shall not have been demanded the Master thereof shall forthwith and as soon as the said Vessel shall have anchored in the said Harbour, and before he shall have delivered any Letter, Packet or Parcel to any other Person (some such Letter to Consignee or Owner as hereinbefore excepted) deliver to the Postmaster General of Hongkong or to his Deputy at the said Post Office all Mail Bags and Boxes brought by such Vessel; and every Master of a Vessel offend- ing against this Provision shall for every such Offence forfeit the Sum of How to be levied. Dollars to be recoverable before a Police Magistrate and to be levied, in case of non-
payment, under Warrant by seizure and sale of any of the effects of such Master.

XV. Every Master of a Vessel about leaving the Port of Victoria shall give about to leave Har- Twenty-four Hours' Notice of his intention so to do and of the Day and Hour when he notier to Post Office intends to sail to the Postmaster General or his Deputy at the Post Office, and he shall in default Harbour receive an acknowledgment in writing of the Time of his given such notice signed by some Officer of the said Post Office and the Harbour Master shall not give to such Master his Ship's Papers until production to him of such acknowledgment and until he shall have ascertained that the said period has elapsed since such Notice or without a Waiver by the Postmaster General of any irregularity in this respect.

XVI. It shall be lawful for the Postmater General to demand and receive such. extra Sums hereinafter expressed which are respectively hereby declared payable for the use of the Government of this Colony, that is to say, on every Letter, Newspaper or Book or Packet brought to and received at the General Post Office for transmission to Place out of the limits of this Colony after the time fixed for closing Office for the general receipt of Letters for the Mail then next to be despatched and up to 4 Hours before the actual despatch of the same Mail a fee of Six Pence, and from the said 4 Hours before the said actual despatch and up to the actual closing of the Bags for the despatch of the same Mail a Fec of One Shilling; and if any Letter, Newspaper, Book, Packet or Document shall be posted after such respective times as aforesaid without payment of such Fees respectively it shall be the duty of the Postmaster General to refuse and not to forward the same by such Mail.
XVII. It shall be lawful for the Postmaster General to Register in this Colony Letters, Newspapers, Books, Packets, Papers and Documents posted for transmission to any Place out of the limits of this Colony in like manner and form as the same were registered by the Deputy Postmaster General before the passing of this Act and to demand and receive in respect of every such Letter or Book Packet so registered in this Colony the Sum of
for the use of the Government of this Colony, and all Registered Letters and Book Packets and the Registration thereof shall be subject to all such and the same Rules and Regulations as were in force respecting the same at the time of the passing of this Act or as shall from time to time be hereafter enacted or provided in respect thereof by any Statute of the Imperial Parliament or by Her Masjesty's Postmaster General.
XVIII. It shall be lawful for the Postmaster General to open any Letter addressed to Persons residing in any Place where the prepayment of Postage is compulsory as to which Letter the proper Postage shall not have been paid and as soon as conveniently may be to return the same to the Writer, and also after any Letter shall have been returned to the Post Office of this Colony for want of true Directions, and in any case where the Person or Persons to whom any Letter shall have been directed cannot be found or shall be dead and after the same respectively shall have been advertised in the Hongkong Government Gazette at any time after Three Days thereafter to open every such Letter and to return the same to the Writer of such Letters respectively upon payment of the Postage due upon such Letter; and in case any such returned Letter shall be again returned, the Postmaster shall have liberty forthwith to open the said Letter so returned to him and to destroy the same.
XIX. When any Packet containing Patterns or other Articles being not properly Letters shall be brought to the General Post Office and shall have become liable to Postage and Evidence shall have been adduced to the satisfaction of the Postmaster General that such Packets have been actually sent through the Post in mistake and con- trary to the intention of the Parties interested, it shall be lawful for the Postmaster
