XXVII. XXX. Whenever the Marine Magistrate shall be incapacitated by absence, illness, or otherwise from the performance of his duties, it shall be lawful for the Acting Marine Magistrate, or any Stipendiary Magistrate, or any two Justices of the Peace of the Co- lony to adjudicate upon all cases and enforce all Penalties under this Ordinance.
