His Excellency the ACTING GOVERNOR and all the Members, except Mr. PERCEVAL,, in consequence
indisposition.
The Council met to-day, pursuant to adjournment.
The Minutes of the Council held on the 28th October, were read and approved..
of
.The Bill entitled "An Ordinance to amend the Law of Debtor and Creditor in the Colony of
Hongkong," was read a second time.
On going into Committee for the consideration of this Bill, it was proposed by the ACTING GOVERNOR, and unanimously agreed to, that a Special Committee be appointed to examine this Bill, adapt it to local requirements, and report to the Council at its next meeting. His Excellency then named the Acting Chief Justice, the Attorney General, Mr. PERCEVAL, Mr. CHOMLEY, and Mr, MURRAY to be Members of the Committee.

The Acting Governor brought to the notice of the Council a Circular Despatch, of the 23rd August last, from His Grace the Secretary of State, covering a Memorial from several English Manu- facturers representing the injury to which they were subjected from the frequent piracies of their trade marks, and suggesting that the law in this regard should be assimilated in the various Colonies. His Excellency then laid on the Table a Bill entitled "An Ordinance to amend the Law relating to the fraudulent marking of Merchandise;" and moved that it be now read a first time.
Question put and carried.
Bill read a first time, and ordered to be printed.
The Council adjourned sine die.
