PROCLAMATION,

By His Excellency WILLIAM THOMAS MERCER, Esquire, Acting Governor and Commander-in-Chief of the Colony of Honkgong and its Dependencies, and Vice-Admiral of the same.

Whereas the Commands of Her Most Gracious Majesty the QUEEN, conveyed through His Grace The DUKE OF NEWCASTLE, K.G., Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinance, namely:-

No. 5 of 1863, entitled-"An Ordinance for the better asssessing and collecting the Police and

Lighting Rates within the Colony of Hongkong:

Now, therefore, it is hereby declared, that the said Ordinance has been so approved and confirmed, as aforesaid.

GOVERNMENT NOTIFICATION.

Whereas it is expedient to construct the Praga in front of Marine Lots Nos. 83, 84, 85, 86, 87, $8, and 89,-It is hereby directed in accordance with the special terms of the Crown Leases of the. above Lots, that for the general security of the Premises adjoining and for the safety and convenience of the Public, the several Tenants of the said Lots shall make arrangements amongst themselves with the concurrence of the Surveyor General for the formation of the said Praya in accordance with a Plan prepared for that purpose; and as the system hitherto carried on by them, that is to say, the construc- tion of the Praya by each tenant at his own time and convenience has proved defective and objection- able, Advertisements are to be issued for a Contract for the performance of the whole work by one or more competent builders, the Assessment of payment for each lot being determined by the Surveyor General under whose superintendence the work is to be executed; and further, for the completion of the line of Praya in front of Lots 67, 67a, and 37, the tenants of those lots shall be called upon to join their work to the work above detailed, so that the whole may be carried on simultaneously and effectively.
