And whereas it is expedient that the powers so given to the said Consuls should be extended, as hereinafter is mentioned: Now, therefore, in pursuance of the above recited Act of Parliament, Her Majesty is pleased by and with advice of Her Privy Council, to order, and it is hereby ordered, as follows:-

I. Whenever, and so often as, it shall appear to Her Majesty's Consul-General, or to any person duly authorized to act in the capacity of Consul-General of Her Majesty, the dominions of the Tycoon of Japan, that the unrestricted entrance of British ships or vessels into, or the unrestricted passage of British ships or vessels through, any straits, or strait, or other waters, within the dominions of the said Tycoon of Japan, may lead to acts of disturbance or acts of violence, or may otherwise endanger the maintenance of peaceful relations and intercourse between Her Majesty's subjects and the subjects of the Tycoon of Japan, it shall be lawful for such Consul-General, or other person so acting as aforesaid, to make and enforce, by fine or imprisonment, any rule or regulation, for the purpose of prohibiting, or of regulating and placing under such restrictions as he may consider expedient, the entrance or passage of any British ship or vessel (other than a ship of war of Her Majesty) into or through any such straits or strait or other waters as aforesaid, within such limits as shall be defined and specified by such rule or regulation; and from time to time to revoke or alter any such rule or regulation.

II.-All such rules and regulations shall be published and made known, and all proceedings for the enforcement thereof shall be taken and prosecuted in such and the same manner, and subject to such and the same right of appeal, and otherwise, in all respects, as is provided by the said Order in Council of the twenty-third day of January, one thousand eight hundred and sixty, as amended by the said Order in Council of the fourth day of Fobruary, one thousand eight hundred and sixty-one, concerning rules and regulations to be made by Her Majesty's Consuls, other than those for the observance of Treaties; and the penalty to be attached to any breach of such rules and regulations to be made by virtue of this Order, shall not in any case exceed five hundred dollars, or three months' imprisonment.

III.-If any persons or person navigating any British ship or vessel shall enter into or pass through, or shall attempt to enter into or to pass through, any such straits or strait, or other waters as aforesaid, in breach of any rule or regulation to be made by virtue of this Order, as aforesaid, it shall be lawful for any officer in coinmand of any of Her Majesty's ships of war to use force for the purpose of compelling such persons or person to desist from any such attempt; and also, if it shall be deemed necessary, to seize any such ship or vessel, and to take or cause her to be taken to any convenient place or port, cither within the dominions of the Tycoon of Japan, or elsewhere, in order that the persons or person navigating the same may be duly proceeded against and brought to trial for such breach, or attempted breach, of such rule or regulation: and any such ship or vessel may lawfully be detained, under the authority of any such officer or officers, or of any of Her Majesty's Consuls in the dominions of the Tycoon of Japan, until the conclusion of any proceedings which may be taken for the punishment of any person or persons so offending.

And the Right Honourable Earl Russell, and the Most Noble the Duke of Newcastle, two of Her Majesty's Principal Secretaries of State, and the Lords Commissioners of the Admiralty, are to give the necessary directions herein accordingly.

GOVERNMENT NOTIFICATION.

Notice is hereby given that Tenders will be received at the Surveyor General's Office, on or before Monday the 11th Proximo, for reclaiming land from the sea in Causeway Bay.

Tenders to state a rate for the following services in connexion with the above.

1. Filling (to be procured from Hill in the rear) at per cubic yard. 2. Rubble stone for Foundations at per cubic yard, deposited.

3. Rough split granite for Foundations, set in mortar, at per cubic foot.

4. Concrete deposited, at per cubic yard.

5. Ashlar masonry, as for plinth courses, at per cubic foot.

6. Praya Wall complete with parapet, at per foot lineal.

7. Stone ashlar drains 1-6 by 1 foot.

8. Do. do. do. 2 by 1-6

Plans and specifications to be seen at the Office of the Surveyor General.

GOVERNMENT NOTIFICATION.

Tenders will be received at the Surveyor General's Office, on or before Thursday the 14th day of April next, for the construction of Roads at West Point.

Plans and specifications may be seen at the Surveyor General's Office.
