II. Interpretation Clause.
III. In the construction, and for the purposes of this Ordinance, the term "Other Article," as used in the second Section hereof, shall apply to, and comprehend, all Articles other than and except Arms, Ammunition, Gunpowder and Naval and Military Stores.

It is hereby notified that GEORGE FARLEY HEARD, Esquire, is recognized by this Government from this date as Acting Vice-Consul for His Imperial Majesty the Emperor of all the Russias.

With reference to Government Notification No. 26 of 2nd ultimo, the subjoined Return of Revenue and Expenditure for 1863, including Receipts and Disbursements on account of the Colony by the Crown Agents in England, is now published for general information--with the Comparative Statement for the Years 1862 and 1863.
