64. This Ordinance shall commence and take effect on the Fourteenth Day of June, in the Year One Thousand Eight Hundred and Sixty-five.

PROCLAMATION.

By His Excellency WILLIAM THOMAS MERCER, Esquire, Acting Governor and Commander-in- Chief of the Colony of Ilongkong and its Dependencies, and Vice-Admiral of the same.

Whereas under the provisions of Ordinance No. 3 of 1862, intituled “An Ordinance to authoriz "His Excellency the Governor by Proclamation to prohibit the Exportation of Military Stores and other, "Articles," His Excellency Sir HERCULES ROBINSON did, on the 24th day of February last, prohibit, for the space of One year from the 28th day of the said month of February, the exportation of Military Stores and other Articles therein enumerated;

And whereas Instructions have been received from the Right Honorable The SECRETARY OF STATE FOR THE COLONIES permitting and directing the withdrawal of such prohibition:

Now, therefore, I, WILLIAM THOMAS MERCER, do, under the Instructions above cited, declare the said Proclamation of the 24th day of February last, and the said prohibition therein contained, to be hereby cancelled and withdrawn from this date, and it is so withdrawn accordingly.

SIR,---I have the honor to transmit to you a copy of a Letter from the Foreign Office, with copies of a Corresponude * relating to a proposal made by Austria and Prussia for the recognition of a Provisional Flag for the Duchies of Schlesw Holstein and Lauenburg.

You will perceive that Her Majesty's Government have consented to the provisional recognition of the proposed Flas you will take such measures as may be necessary on the part of your Government, for giving effect to this decision.- the honor to be, Sir, Your most obedient humble Servant,
