PEKING, 17th February, 1865.

SIR, It is extremely desirable that every precaution that is legally practicable should be taken against communications tween Foreigners and disaffected Chinese. You will therefore inform the Foochow authorities that you are directed to pport them in any measures they may adopt for the due surveillance of British vessels entering and leaving the port of Fochow, or other parts of the anchorage of Pagoda Island.

You will further issue a Notification informing all Masters of British Vessels that, until further orders, they will be required both on entering and clearing out of port to hand into the British Consulate a return of the passengers on board or sout to be shipped on board their vessels, and that the penalty of omitting to hand in such a report, or of handing in a false report, is declared in virtue of the powers vested in me, as Chief Superintendent of Trade for the time being, to be a fine not exceeding the sum of One Hundred dollars for each separate offence.

You will decide and notify within what number of hours after a vessel's arrival at Pagoda Island or off the City, also within what number of hours before departure from either Anchorage, the Passenger Return must be handed in. Small vessels Lescending the river ought to be boarded off Pagoda Island by a duly appointed employé of the Chinese Government provided with a printed notice signed by yourself, to the effect that he is authorized to board the vessel; if necessary to search her for arms and men; and if he find matter of suspicion, to detain her until he can communicate with you.-Your obedient Servant,

CONSULAR NOTIFICATION.

Masters of British Vessels are hereby called upon to take notice that, until further orders, they will be required, both on entering and clearing out of port, to hand into the British Consulate a Return of the Passengers on board or about to be dipped on board their vessels, and they are further warned that the penalty of omitting to hand in such a report, or of tanding in a false report, has been declared by Her Majesty's Chief Superintendent of Trade for the time being, in virtue of the powers in him vested, to be a fine not exceeding the Sum of One Hundred Dollars for each separate offence.

Vessels anchoring at Pagoda Anchorage must hand in their Inward Passenger Return within 24 hours after arrival, and their Outward Passenger Return not later than 12 hours before departure.

Vessels anchoring off the Foreign Settlement at Nantai must hand in their Inward Passenger Return within 12 hours of their arrival, and their Outward Passenger Return within 6 hours of their departure.

GOVERNMENT NOTIFICATION.

Parties in arrears of the Payment of Police, Lighting and Water Rates for the First and Second Quarters of 1865, are informed that the Lists of Defaulters for the two Quarters will be closed next month, and the attention of Parties assessed to the Rates for 1864 and 1865, is called to the Government Notification of the 14th July, 1864, No. 117, published in the Gazette of Saturday the 16th July, 1864.
