SEC. 4.
It shall also be the duty of the oister of the Interior, with the assistance of the aforesaid Committee, from time to time to commend for the adoption of His Majesty the King in Privy Council, such measures and regu- fatians as may be deemed expedient, to promote and encourage the introduction of free immi- grauts from abroad.
SEC. 5. Moneys appropriated by the Le- gislature for the objects contemplated by this Art, shall be paid out of the Public Treasury, upon the order of the Minister of the Interior.
SEc. 6. Such measures and regulations as shall, from time to time be adopted by His Ma- jesty the King in Privy Council, under the pro- visions of this Act, shall be embodied in Ordin- ances of the King in Council; and the same shall be published in a newspaper published in Hono- lulu.
SEC. 7. This Act shall take effect and be- come a law from and after the date of its passage. Approved this 30th day of Dec., A. D. 1864.

AN ACT TO LEVY A SPECIFIC TAX ON RICE, BY AMENDING SECTION 516 OF THE CIVIL CODE.
BE IT ENACTED, by the King and the Legisla- tive Assembly of the Hawaiian Islands, in the Legislature of the Kingdom assembled: SECTION 1. That the first paragraph of Section 516 of the Civil Code, be and the same is hereby amended by inserting the word "rice" after the word "coffee." iu the fourth line, so that the paragraph will read as follows: "There shall be levied, collected and paid, upon all goods, merchandise and produce, imported into this Kingdom, a duty of five per cent. ad valorem, excepting wines and spiritous liquors, and ex- cepting sugar, molasses and syrups of sugar, and coffee, and rice, the produce of any country, with which this Government has no existing treaty, which shall be subject to the following rates of duty, viz:
SEC. 2. Be it further enacted, that the said 516th Section, is further amended, by sup- plying after the eighth paragraph, a new para- graph to read as follows: Rice, the produce of any country with which this Government has no existing treaty, if the same be in the husk one cent per pound, and if the same be cleaned, one cent and a half per pound.
SEC. 3. This Act shall take effect six months after its passage.

Cargo will be received on board until 4 o'clock of the 24th April, Specie and Parcels until 5 o'clock of the 25th.
A Written Declaration of the Contents and Value of the Packages destined beyond Suez is required by the Egyptian Government, and must be furnished by the Shippers to the Agent with the Bills of Lading; and the Company will not be responsible for any consequence or prejudice which may ensue from an incorrect declaration.
