GOVERNMENT NOTIFICATION.
POLICE, LIGHTING AND WATER RATES.
The Owners of Tenements assessed to the Police, Lighting and Water Rates for the current year are reminded that the Rates for the Second quarter are payable at the Treasury during the present month on or before the 30th instant; after which date the Rates unpaid are recoverable by application for Summary Warrants to the Court of Summary Jurisdiction.

The COMPTOIR D'ESCOMPTE DE PARIS and the CHARTERED BANK OF INDIA, AUSTRALIA, AND CHINA, Plaintiffs,
and ALEXANDER RODGER, CHARLES CARNIE, and RICHARD JAMES GILMAN, Defendants,
Action has been commenced
in this Court at the suit of the above named Comptoir d'Escompte de Paris and the Chartered Bank of India, Australia, and China against the above named Alexander Rodger, Charles Carnie, and Richard James Gilman, to recover the sum of Eighty thousand Dollars for that by three several Bills of Lading made respectively on the Sixth and Thirteenth days of November, One thousand eight hundred and sixty-six by the said Defendants, they the De- fendants promised Messieurs Lyall, Still and Company, that certain goods of the said Messicurs Lyall, Still and Company in the said Bills of Lading mentioned and then shipped on board the said ship Min in the port of London, should be delivered at Hongkong to the said Messieurs Lyall, Still and Company or their Assigns freight for the said goods having been first paid in Lon- don, and the said Messieurs Lyall, Still and Company indorsed the said Bills of Lading to the said Plaintiffs, to whom the property in the said goods thereby passed and that all things have happened and all conditions fulfilled and all times elapsed necessary to entitle the Plaintiffs to have the said goods delivered to them, but the said Defendants refuse to deliver the said goods to the
Plaintiffs. And that the Defendants converted to their own use or wrongfully deprived the Plaintiffs of the use and possession of the Plain- tiffs' goods that is to say Three hundred and five bales of Merchandise, five trusses and two parcels of Samples lately laden on board the said ship Min; and it being alleged that the said Alexander Rodger, Charles Carnie, and Richard James Gilman do not reside within this Island or its Dependencies, a Writ of Foreign Attachment has been issued returnable on the Twenty-ninth day of April instant, wherein Henry Beverly Lemann, resident Partner in Hongkong of the

Notice is hereby given thereof and that if at any time before final judgment in this Action the said Alexander Rodger, Charles Carnie and Ri- chard James Gilman or any person on their behalf will give the security and notice and file the appearance or plea required by the Ordinance of this Island intituled "An Ordinance to provide for and regulate process in actions at Law against persons absent from the Colony" the said attach- ment may be dissolved.
