The Council then goes into Committee upon the Stamp Bill, and the provisions thereof being discussed Clause by Clause,--the Bill is amended and passed, bearing the Title of "An Ordinance enacted "by the Governor of Hongkong, with the Advice of the Legislative Council thereof, for imposing and "regulating Stamp Duties in the Colony,"-being “No. 12 of 1866."
His Excellency adjourns the Council at a quarter past six o'clock.

PROCLAMATION.

By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through The Right Honorable The EARL OF CARNARVON, Her Majesty's Principal Secretary of State for the Colonies, have been received, approving of and confirining the following Ordinances, namely:-
No. 10 of 1866, entitled-" An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to apply a Sum not exceeding Eight hundred and Twenty- nine thousand Dollars to the Public Service of the year 1867;

No. 11 of 1866, entitled-" An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, for altering the Time of the Vacation of the Supreme Court, and to provide for the granting of Interim Injunctions in case of the Absence or Illness of the Chief Justice;
No. 12 of 1866, entitled-" An Ordinance enacted by the Governor of Hongkong, with the Advice
of the Legislative Council thereof, for imposing and regulating Stamp Duties in the Colony:' Now, therefore, it is hereby declared, that the said Ordinances have been so approved and confirmed, as aforesaid.
