GOVERNMENT NOTIFICATION.

It is hereby notified that, in accordance with Section 12 of "The Police and Lighting Rate Ordinance, 1863," His Excellency the Lieutenant-Governor, by and with the Advice of the Executive Council, has fixed the Police Rate for the Year 1869, at Seven per cent for Houses in the City of Victoria; and, in accordance with Section 18 of the same Ordinance, at Five per cent for Houses in the Villages of this Island.

His Excellency has also, by and with the Advice of the Executive Council, and in accordance - with the Provisions of Ordinance No. 4 of 1868, fixed the Fire Brigade Rate at Half per cent for Houses in the City of Victoria.

The above Rates, as regards Houses in Victoria, will be levied exclusive of a- Lighting Rate of - One-and-a-half per cent, under Section 12 of the first named Ordinance, and a Water Rate of Two per cent per annum under the Provisions of Ordinance No. 12 of 1860.

The Police, Lighting, Fire Brigade, and Water Rates will, under Terms of the Ordinances, be payable Quarterly in advance at the Colonial Treasury, between the first and last Days of the first Month in each Quarter.

These several Rates shall be charged and chargeable on and recoverable from the Owners of the Tenements in respect of which the above Assessments have been made.

GOVERNMENT NOTIFICATION.

The following Despatch from Her Majesty's Minister at Peking, enclosing correspondence with The Prince of KUNG and the Inspector General of Customs, together with a Revised Set of Pilotage Regulations, as communicated to this Government by Her Majesty's Consul at Canton, is published for general information.

PEFING, November 3, 1868. SIR,-When the General Pilotage Regulations of last year were framed, it was provided that Bye-laws and Rules necessary for the better ordering of Pilotage matters at the Ports were to be drawn up by the Harbour-masters, to be communicated to the Consuls, but not to be enforced locally until approved at Peking.

I now enclose you a correspondence with the Prince of Kung and the Inspector-General of Customs, together with a revised set of Pilotage Regulations. In these, it will be seen, the object of some of the From Prince Kung. Bye-laws proposed has been secured, while others have been rendered unnecessary by the cancelling of Oct. 30. Articles XI, XIII, XIV, and XV, under which the employment of Pilots was rendered compulsory.

This change, so entirely in accord with the expressed desire of the Chamber of Commerce and Agents of Insurance Offices at Shanghai, it is to be hoped may ensure for the present Rules a ready acceptance and willing support. The better, however, to meet any new requirements in the interest of those chiefly con- cerned, it is expressly provided that the General Rules now promulgated shall be open to amendment as circumstances and further experience may suggest.
