GOVERNMENT NOTIFICATION.
Notice is hereby given that on and after Monday, the 21st day of September, it has been ordered by the Governor in Council, under Section 18 of Ordinance No. 9 of 1867, that no European, American, Portuguese, Foreigner, or Individual not of Chinese, Indian, or Malay races, shall be admitted into any of the Licensed Play Houses in Hongkong.

The following Order by The GOVERNOR in Council is published for general information.

ORDER
J. GARDINER AUSTIN, Colonial Secretary.
Made by His Excellency Governor. SIR RICHARD GRAVES MACDONNELL, C.B., in Council, this 12th Day of September, 1868.
Whereas an Ordinance was on the 22nd of May, 1868, enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to enable the Governor to co-operate with the Chinese Authorities for the Suppression of Piracy; And Whereas it was by the same Ordinance enacted that it should be lawful for the Governor in Council from Time to Time to frame such Orders to be enforced by such Fines and Penalties as the Governor in Council should deem expedient, including Forfeiture of Vessel, for preventing all or any description of Fishing Vessels, and Trading Junks from carrying Arms or Munitions of War including Stink Pots; And Whereas it was by the same Ordinance enacted that such Ordinance should commence and take effect on such Day as should thereafter be fixed by Proclamation under the Hand of the Governor; And Whereas on the 13th Day of June, now last past, SIR RICHARD GRAVES MACDONNELL, Governor of the Colony of Hongkong, in pursuance of the said Ordinance and by virtue of the authority in him vested, did thereby under his Hand Proclaim that the said Ordinance should commence and take effect on the 1st Day of July then next ensuing; And Whereas in pursuance of the said Ordinance and of the Provisions therein contained in that behalf, the Governor in Council did on the 7th Day of July, now last past, frame certain Orders which were on the 11th Day of the same month duly published in the Gazette; And Whereas such Orders were originally issued on the understar.ding that a similar policy was to be pursued by the Chinese Authorities; And Whereas the said Authorities have signified their intention to discontinue their measures for the Disarmament of Junks in Chinese Waters: Now, therefore, the Governor in Council has deemed it expedient to revoke such Orders, and, in accordance with the Provisions of the Ordinance hereinbefore recited in that behalf and by virtue thereof, it is ordered by the Governor in Council that the Orders so framed and published as aforesaid shall be revoked, and they are hereby revoked. PROCLAMATION.
[L.S.] RICHARD GRAVES MACDONNELL.
By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas the Crimes of Child-stealing and Kidnapping have much increased in this Colony and its Dependencies of late, and a new law has provided for the flogging of Offenders convicted of these Crimes:-
It is hereby notified that if any Person shall give such information, evidence, or assistance, as that any Kidnapper, Decoy, or Child-stealer be thereby convicted and flogged (or being a Woman shall be convicted only) then such Person shall receive a reward of $20 from the Colonial Treasury.
