By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the Crimes of Child-stealing and Kidnapping have much increased in this Colony and its Dependencies of late, and a new law has provided for the flogging of Offenders convicted of these Crimes:-

It is hereby notified that if any Person shall give such information, evidence, or assistance, as that any Kidnapper, Decoy, or Child-stealer be thereby convicted and flogged (or being a Woman shall be convicted only) then such Person shall receive a reward of $20 from the Colonial Treasury.

The following Circular Despatch from His Grace The Secretary of State for the Colonies, covering copy of a Spanish Decree on the subject of Port and Navigation Dues, is published for general information.

Circular.

DOWNING STREET, 1st July, 1868.

SIR, I transmit to you herewith a translation, which has been received from the Foreign Office, of a Spanish Decree, by which the Differential Port and Navigation Dues exacted upon Foreign Shipping in Cuba, Puerto Rico, and the Philippine Islands, are equalized with the Dues levied on Spanish Vessels, provided that such Foreign Vessels belong to Nations in whose Colonies a similar equality of Dues is granted to Spanish Shipping.

You will give such publicity to this Decree as you may think necessary in the Colony under your Government.—I have the honor to be, Sir, Your most obedient humble Servant,
