PROCLAMATION.

[L.S.] RICHARD GRAVES MACDONNELL.

By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace the Duke of BUCKINGHAM and CHANDOS, Her Majesty's Principal Secretary of State for the Colonies, have been received, approving of, and confirming the following Ordinances, namely:-

No. 10 of 1867, entitled-An Ordinance enacted by the Governor of Hongkong, with the Advice

of the Legislative Council thereof, for the better Prevention of Contagious Diseases; No. 15 of 1867, entitled-An Ordinance enacted by the Governor of Hongkong, with the Advice

of the Legislative Council thereof, to amend "The Bankruptcy Ordinance 1864:"- Now, therefore, it is hereby declared, that the said Ordinances have been so approved and confirmed, as aforesaid.

GOVERNMENT NOTIFICATION.

The following Circular Despatch from His Grace the Secretary of State for the Colonies and its enclosure, relative to Vessels clearing for the United States, are published for general information.

CIRCULAR.

DOWNING STREET, 6th February, 1868. SIR,-Her Majesty's Government have received, through Her Majesty's Chargé d'Affaires at Washington, a copy of a Circular issued by the United States' Government respecting the necessity for Vessels bound for the United States being provided with full manifests of Cargo.

The Board of Trade have reprinted that Circular, a copy of which is enclosed, and have caused it to be distributed at the Ports in the United Kingdom, and I have to request that you will take such steps as may be necessary for bringing it to the notice of persons interested in Shipping, in the Colony
