VOL. XV.

No. 12.

GOVERNMENT NOTIFICATION.

The following Decision of the Marine Court of Inquiry into the Loss of the British Steamer Reiver in the South Preparis Channel in the Bay of Bengal, is published for general information.

By Command,

Colonial Secretary's Office, Hongkong, 6th February, 1869.

J. GARDINER AUSTIN, Colonial Secretary.

FINDING.

From the absence of the Officers and Crew of the Reiver, the Court has been unable to cross examine them on the various points necessary to the obtaining a proper conclusion as to the loss of that ship in the South Preparis Channel in the Bay of Bengal on the 19th September last.

The Court has heard the statement of the Master, WILLIAM CLIFFORD, and from it they cannot but decide that the Reiver was lost through the negligence of Mr. CLIFFORD in not taking the necessary precautions to ascertain the position of his ship when an island was sighted at about 4.20 A.M., of the 19th September; and in not reducing the speed of the Vessel when navigating a dangerous Channel.

SENTENCE.

The Court hereby adjudges, that the Certificate of Competency of WILLIAM CLIFFORD (Hongkong No. 207) be suspended for Eighteen Months from the date of the loss of the Reiver; viz. the 19th September, 1868.

Given under our hands, at Hongkong, this 26th Day of January, 1869.

Confirmed,

C. MAY, 1st Police Magistrate.

H. G. THOMSETT, R.N., Harbor Master, &c. JAMES P. DUNCANSON, Unofficial Justice of the Peace. W. N. GILLSON, Masters, Mercantile Marine.

RICHARD GRAVES MACDONNELL,
