Bill is then read a Second time, and the Council goes into Committee on the Clauses of the said

Bill.

Certain verbal Amendments are agreed to, and the same being adopted by the Council, the Bill is passed, bearing the Title of "An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, for the Extradition of certain Fugitives from Justice,”—being “No. 13 of 1870.”

The Bill relative to the Issue of Passes for Chinese is laid on the Table for the Second Reading, and the

Colonial Secretary, by desire of His Excellency, explains its general Provisions.

The Bill is then read a Second time, and committed.

Discussion follows upon the various Clauses of the Bill-after which it is resolved, that further discussion thereon in Committee be adjourned till the next Meeting of the Council. His Excellency adjourns the Council at 8 minutes past 5 o'clock, till Friday, the 9th Instant, at 3 P.M.

No. 14 OF 1870.

An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to amend and consolidate the Law in relation to the Issue of Passes for Chinese, and to provide for the better Security of the Residents of the Colony.

HEREAS it is expedient to amend and consolidate the Law, in relation to Passes for Chinese and to provide for the better Security of the Residents of the Colony: Be it enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows :--

I. Sections I, III, IV, V and XI of Ordinance No. 9 of 1857, Repealing and Section. IX of Ordinance No. 9 of 1867, are hereby repealed.

Clause.

II. From and after the Passing of this Ordinance, Passes for Orders of Co- Chinese shall be issued in such Manner and in such Form and for vernor in such Periods, and under such Regulations, as the Governor in Council as to Council may, from Time to Time, by'any Orders to be published in the Gazette prescribe and direct.

V. It shall be lawful for the Colonial Secretary, in his Discretion, Annual Foss. upon the Application of any Chinese resident in the Colony, to grant to such Applicant an Annual Pess which shall be valid during the whole of the current Year.
