THE HONGKONG GOVERNMENT GAZETTE, 1st JANUARY, 1870:
On the 19th December, a Fire occurred at No. 61, Praya, West, at which the Government, P. & O. Company's and "Hongkong" Insurance Company's Steam Engines, the "Imperial" and "Royal" Insurance Company's, and Chinese owned Hand Engines were present. The Fire was speedily subdued. A full Report was made to His Excellency on the 20th instant. On the 21st December, a Fire broke out at No. 43, Jardine's Bazaar; the Government, Insurance Companies', and Chinese owned Engines were in attendance and the Fire was got under; of which, Report was made to His Excellency the following day.
The Chinese Volunteers attended in readiness and in force the inspection on the 23rd November, and at the two Fires before mentioned.
In consequence of the Fires calling for the attendance of the Volunteers, and the various Fire Engines, there has been no general parade this month, but on the 30th instant there was an inspection of the Government and Chinese owned Engines at the Canton Steamer Wharf, especially with the view of testing some large sized canvas hose, formed of double canvas quilted, tar being laid between the two sheets of canvas: five hundred feet (of the 1,020 feet authorized to be made) having been completed, this was laid out in two delivery branches from the No. 1 Steam Engine, stationed at the Praya, and supplied one large portable tank, and two large tubs, the supply being more than sufficient for five Hand Engines. The new canvas hose was then laid in one branch reaching to the Queen's Road; and this having a connecting screw affixed, two lengths of small sized hose were fitted, and the Sea Water was projected to a height above the roofs of the surrounding houses. I therefore have satisfaction in reporting that Sea Water sufficient for two small Steam Fire Engines and one or two Hand Engines can be brought to any point five hundred feet from the Sea.

Owing to the illness and regretted death of Mr. BARBER, R.N., Engineer, the Government Steam Fire Engines have been under the supervision of Mr. JONES, R.N., Engineer, who was present at the two Fires and last inspection before men- I desire to mention that with the ready aid of Mr. DOUGLAS (and the sanction of His Excellency the Governor) the mak- ing of the new canvas hose above referred to was carried out at the Goal.

GOVERNMENT NOTIFICATION.
Owners of Tenements assessed to the Police, Lighting, Water and Fire Brigade Rates, are informed that the Rates are payable in advance during and within the month of January, next, for the First Quarter of the year 1870.
The attention of Rate Payers is drawn to the Second Clause of Ordinance No. 9 of 1869, which Clause specifies that in Default in the Payment of Rates, such arrears may be sued for by the Colonial Treasurer in the Court of Summary Jurisdiction, and, a Certificate under the hand of the Treasurer, setting forth the particulars of the sums due for Rates and then outstanding shall be "Prima facie " evidence of the Facts certified by the Treasurer.
Rate Payers are therefore informed that all Rates in arrear after the 31st January, 1870, will be sued for in accordance with the Provisions of the Clause and Ordinance specified above.

GOVERNMENT NOTIFICATION.
Under Provisions of Ordinance No. 11 of 1844, Notice is hereby given that a Special Session of the Justices of the Peace will be held at the Police Magistrates' Court, at 11 o'clock in the forenoon of Thursday, the Sixth day of January next; and thereafter on the First Thursday of every Month for the purpose of considering Applications for granting or transferring Spirit Licenses during the
Year 1870.
Such Applications to be lodged at the Police Magistrates' Court at least Ten days before each of the Sessions now notified.
