PROCLAMATION.

[L.S.] HENRY WASE WHITFEILD.

By His Excellency HENRY WASE WHITFEILD, Major-General Commanding Her Majesty's Troops in China, and Lieutenant-Governor of the Colony of Hongkong and its Dependencies.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through The Right Honorable The Earl of KIMBERLEY, Her Majesty's Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinance; namely:-

No. 2 of 1871, entitled-"An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to remove Doubts as to the Application of Ordinance No. 2 of 1850":-

Now, therefore, it is hereby declared, that the said Ordinance has been so approved and confirmed, as aforesaid.

Given at Victoria, Hongkong, this 17th Day of November, 1871.

The Council meets this day at 2.30 P.M., pursuant to adjournment.

The Minutes of Council held on the 18th of October, are read and confirmed.

The Honorable PHINEAS RYRIE hands in to the Clerk of Councils a Copy of a Statement which he had transmitted to His Excellency the Lieutenant-Governor, relative to a Question of privilege which he considered proper to be debated in Council; and by direction of His Excellency the same is entered on the Minutes.
