DOWNING STREET, 2nd June, 1871.

SIN,-Having been under the necessity of refusing to Officers transferred from other Easter Colonies to the Straits Settlements the advantage which before their transfer they had enjoyed receiving one-third of their passage money on proceeding to England on leave of absence, I have be led to consider whether the concession thus made to the Civil Servants of the four Colonies of Ceyl Mauritius, Hongkong and Labuan is such as it would be expedient or just fiable to maintain, and i have arrived at the conclusion that it should be gradually terminated. You will therefore have th goodness to inake it known that no Person hereafter appointed to the Civil Service of your Color: will be entitled to any contribution towards his passage when proceeding on leave of absence, bi that those now in the Service will continue to receive this assistance.

the

The grant of a part of the passage money does not appear to have been justifiable in the case ố very few Colonies so favored except as assisting an Officer to maintain or restore his health afte long tropical service. The climate of the Eastern Colories is, however, generally speaking not more unhealthy than that of some other Colonies the Officers of which although they may be poor and need of change receive no such aid. And it is of course obvious that it was not intended to assi Officers to visit England for their own pleasure or business, as in that case there are other Colonis which on the ground of distance and expense would have had a claim to similar treatment.- I have the honor to be, Sir, Your most obedient humble Servant,

The Officer Administering
