GOVERNMENT NOTIFICATION.

His Excellency Major-General WHITFEILD, Commanding Her Majesty's Troops in China and Japan, and Lieutenant-Governor of Hongkong and its Dependencies, has been pleased to appoint FREDERICK STEWART, Esquire, to be Assistant Superintendent of the Hongkong Fire Brigade, from this date until further notice.

GOVERNMENT NOTIFICATION.

The following Decision of the Marine Court of Inquiry into the conduct of MATHEW MITCHELL, Chief Mate of the British barque “Annabella," Official Number 62,434, is published for general information.

FINDING OF THE COURT.

First. That the charges made by ALEXANDER MACDONALD, Master of the British barque "Annabella," against MATHEW MITCHELL, Chief Mate of the said vessel, for misconduct committed prior to the application for a Marine Court of Inquiry are of a frivolous nature, and that it is unnecessary to call upon the accused for his defence thereto.

Second-That the Chief Mate was undoubtedly guilty of misconduct subsequent to the application aforesaid was made, but that on the prosecution of the Captain, the Mate was adequately punished by the Marine Magistrate.

Third.---That it appeared from the evidence laid before the Court that the Master did during the voyage from Saigon tear a leaf from the Ship's Log Book, replacing it only after arrival at Hong- kong, and that the Official Log Book was not kept as by law required. The Court recommend that this matter be investigated by the proper authority.
