PROCLAMATION.

VOL. XVII.

By His Excellency HENRY WASE WHITFEILD, Major-General Commanding Her Majesty's Troops in China and Japan, and Lieutenant-Governor of the Colony of Hongkong and its Dependencies.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through The Right Honorable The Earl of KIMBERLEY, Her Majesty's Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinance; namely:--

No. 15 of 1870, entitled-An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to apply a Sum not exceeding Six hundred and Eighty-seven thousand Dollars to the Public Service of the Year 1871:

Now, therefore, it is hereby declared, that the said Ordinance has been so approved and confirmed, as aforesaid.

I have the honor to forward the following Annual Returns from this Department for the Year ending the 31st of December, 1870, viz.:-

I. Number, Tonnage, and Crews of Vessels entered.

II. Number, Tonnage, and Crews of Vessels cleared.

III. Number, Tonnage, and Crews of Vessels of each Nation entered.

IV. Number, Tonnage, and Crews of Vessels of each Nation cleared.

V. Total Number, Tonnage, and Crews of Vessels entered at each Port.

VI. Total Number, Tonnage, and Crews of Vessels cleared at each Port. VII. Return of Junks entered from Macao.

VIII. Return of Junks cleared from Macao.

IX. Return of Junks entered at each Port from China and Formosa.
