The Reverend JOIN PIPER having resigned the office of Acting Colonial Chaplain, His Excellency Major-General WHITFEILD, Commanding Her Majesty's Troops in China and Japan, and Lieutenant- Governor of Hongkong and its Dependenies, has been pleased to appoint the Reverend THOMAS Talbot, late Senior Curate of the Parish Church (ST. MARY's) Islington, London, to act as Colonial Chaplain provisionally, and until further Notice.

The following Report from the Superintendent of the Hongkong Fire Brigade is published for general information.

FIRE BRIGADE OFFICE, HONGKONG, 1st March, 1871. SIR,---I have the honor to place in your hands to be laid before His Excellency the Lieutenant- Governor, the Report of the Government Fire Brigade for the month of February last.
An Inspection of the Government Brigade took place on the 18th February. The Steam and Hand Engines, Hose in use and in store, Fire Ladders, Implements and general Equipment were found clean and in order.
A Parade and Inspection of the Volunteer and Government Brigades took place on the 28th February. The assembly was had at the Central Fire Brigade Station at 4 P.M. The Chinese Volunteers were present in force, also three Hand Engines owned by Chinese Associations.
The Engines were ordered to proceed:--No. 1 Steam Engine to the Praya at Harbor Master's Office and from it 340 feet of delivery hose was laid out to the Queen's Road at junction with East Street, Tai-ping-shan, there supplying water to three Hand Engines; No. 2 Steam Engine and the whole of the Hand Engines to Queen's Road at Circular Buildings and East Street; No. 2 Steam Engine was supplied with water from the Hydrants, having two branches of delivery hose.
The whole of the Engines worked satisfactorily and were conveyed back to their respective Stations at or before five minutes past 5 P.M.
