An Ordinance enacted by the Governor of Hongkong, Title.

with the Advice of the Legislative Council thereof,

to impose Stamp Duties in lieu of the Fees payable

to the Emigration Officer of Hongkong under "The Chinese Passengers Ordinance, 1871."

HEREAS it is expedient to impose Stamp Duties in lieu of Preamble.

WER is ble to the Emigration Officer of Hongkong

under "The Chinese Passengers Ordinance, 1871:" Be it enacted by the Governor of Hongkong, with the Advice of the Legislative

Council thereof, as follows:-

I. From and after the Commencement of this Ordinance, no Stamp Duties Fees shall be payable to the Emigration Officer of Hongkong in lieu of Fees. under "The "Chinese Passengers Ordinance, 1871," but in lieu

thereof the following Stamp Duties are hereby imposed, that is to

say:-

Upon every Application for a Certificate under Article

II of the Regulations contained in Schedule B of the said Ordinance, a Stamp Duty of

Upon every Certificate granted under Article I of the

said Regulations, a Stamp Duty of...

II. No Fee shall henceforth be payable by the Master of a Ship No Fee for for a Copy of the said Ordinance under Article I of the said Copy of Regulations.

III. "The Stamp (Amendment) Ordinance, 1868" shall be read Ordinance as if the Stamp Duties hereby imposed were inserted in the Schedule No. 5 of 1868.

IV. Nothing in this Ordinance contained shall be deemed to Saving Clause. affect the Payment of Fees under "The Chinese Passengers Ordinance, 1871," to any Emigration Officer at any Port or Place out of the Colony.

Statement of Objects and Reasons.

This Ordinance has been prepared under instructions from the Secretary of State.

It appears that it was not contemplated by Her Majesty's Government, that any Fees should be payable under Ordinance No. 8 of 1871, ("The Chinese Passengers Ordinance, 1871,") to the Emigration Officer of Hong- kong, but that the Fees in question should be paid into the Treasury as part

of the Colonial Revenues.

"The Chinese Passengers Ordinance, 1871," under the special powers conferred by the "Chinese Passengers Act, 1855," upon the Legislature of Hongkong, regulates the Fees payable to Emigration Officers at all the Ports in China, but the present Ordinance merely deals with the Fees payable under that Ordinance in Hongkong, where owing to the success which has attended that measure, they already amount to a considerable sum, and may become an important source of Revenne.

At the suggestion of the Secretary of State, this Ordinance provides for the imposition of Stamp Duties in lieu of Fees, which will cease to be payable on the passing of the measure.

HEREAS it is expedient to consolidate and amend the Laws of the Colony relating to the Office of Sheriff: Be it enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows:-

Title.

Preamble.

I. Sections XII and XIII of Ordinance No. 6 of 1845 are Repealing hereby repealed.

Clause.

II. The Sheriff of Hongkong for the Time being shall by Sheriff to himself or his sufficient Deputy, to be appointed in Manner execute Writs
