GOVERNMENT NOTIFICATION.
It is hereby made known, that His Excellency The Governor in Council has granted to HO-A-CHAK, of No. 3, Heung Lane, Queen's Road, West, the exclusive Privilege of Cleansing the Dust Bins, etc., within the Colony of Hongkong for the period of Six Months from the 1st of September, 1872.

The following Report of the Special Committee of the Legislative Council appointed to examine and report upon the Bill to regulate the Manufacture, Importation and Storage of Explosive Substances, which was read a second time on the 23rd July last, is, together with the amended Bill annexed thereto, published for general information.

The Committee appointed by Your Excellency to consider and report upon the Ordinance for regulating the Manufacture, Importation and Storage of Explosive Substances, has thought it better to substitute for the short Ordinance read second time on the 23rd July last, one of a more specific
character.
This Ordinance has been framed on two Acts of the Imperial Legislature, namely, 29 and 30 Victoria, Cap. 69, and 34 and 35 Victoria, Cap. 105. The provisions of these Acts have been as closely adhered to as their applicability permitted.
It will be observed that in this Ordinance the Committee have said nothing about the "Manufacture” of Explosive Substances, but they have extended the provisions of the Ordinance to Ordinances No. 1 of 1848 and No. 4 of 1867, and they would recommend that the 18th Section should be amended by the addition that No. 1 of 1848 should be construed with this Ordinance and be taken for all purposes as one Ordinance.
With these observations, I beg, on the part of the Committee, to hand to Your Excellency the Draft Ordinance.

An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to regulate the Manufacture, Importation, Storage and Carriage of Explosive Substances.

WHEREAS it Appetition,
and Carriage of Explosive Substances: Be it enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, as follows:-
I. The Goods or Articles commonly known as Nitro-Glycerine or Glonoine Oil, Petroleum, Gun Cotton, loaded Cartridges, Per- cussion Caps, and Fulminating Mercury shall be deemed to be specially dangerous within the Meaning of this Ordinance.
II. For the Purposes of this Ordinance, the Term " Petroleum includes Kerosine Oil, Rock Oil, Rangoon Oil, Burmah Oil, Oil made from Petroleum, Coal, Schist, Shale, Peat, or other Bituminous Substance, and any Products of Petroleum, or any of the above mentioned Oils.
III. The Harbor Master shall frame and submit for Confirmation Ship carrying to His Excellency the Governor Bye-Laws for regulating the Place dangerous Goods.
or Places at which Ships carrying any of the Goods or Articles to which this Ordinance applies are to be moored in any of the Harbors of the Colony, and are to land their Cargo and for regulating the Time and Mode of, and the Precautions to be taken on such Landing.
