4th.--We find that the ship, on an evening represented as being very dark and hazy, was going over the ground at the high rate of eleven knots an hour, a speed which the Court considers a most imprudent one under the circumstances.
5th.—We find that the use of the lead was neglected.
We conclude that the loss of the Douglas is due to the default of the Master, JAMES EDWARD TOPPIN, whose Certificate of Competency, Hongkong No. 189, we do hereby suspend for a period of Nine Months from this date.
The Court regrets to remark on the many accidents that have recently occurred on the East Coast of China, and they fear that unless greater prudence as to speed on dark nights, look-out, and use of lead is more practised than seems to have been the case in navigating this ship, still further casualties, perhaps attended by loss of life, are likely to happen.
It is the pleasing duty of the Court to call the attention of the Government to that part of Captain TOPPIN's evidence where he states: "I saw the Mandarin (in charge of a war junk "from Namoa) who was very civil and offered to do anything he could for me.
He indig- nantly refused any reward for his services, and afterwards provided boats and forwarded all "my Passengers to Swatow free of expense." The Court suggests that the conduct of this Official be brought to the notice of his superiors.
