11. The French Mail service which in 1870 was reduced to one Packet every 28 days each way between Marseilles and China resumed its fortnightly service during 1871.

12. The departure of both the British and French Mail Packets has been made one day later than formerly from Hongkong and Shanghae, and two days later from Yokohama.

13. The opportunity which has been afforded to the Public of sending such of their correspondence for the United Kingdom as they may desire by means of the numerous steam vessels proceeding through the Suez Canal, has been taken advantage of to a very limited extent only.

14. On account of a change in the rates of Postage on letters addressed to the United Kingdom from 32 to 30 cents per half ounce, the color of the 30 cent stamp has been altered because the color of the old stamp assimilated so closely to the color of the 8 cent stamp as to make the one liable to be mistaken for the other by gas light.

15. The following statement shows a decrease of $8,847.09 in the Gross Revenue of 1871, as com- pared with the Revenue of 1870; but as the amount of uncollected Revenue at the end of 1871 was $53.71 less than that which was outstanding at the end of 1870, the actual decrease of the gross Revenue in 1871, is in reality $8,900.80; of this sum about Four Thousand Dollars is out of the Colonial Revenue and the remainder out of the Revenue of the Imperial Post Office.
